In the weeks since Gov. Arnold Schwarzenegger unveiled his revised 2010-11 budget, there's been absolutely no progress on closing the deficit that approaches $20 billion. In fact, the situation may have grown worse because the extra federal funds that the governor and the Legislature have counted on are evaporating.

What is Dan Walters so upset about?

These are politicians after all. People who weren't bright enough to know which end of the gun to point at the grocery store clerk when robbing the store. So they didn't have much else left on their career track except going into politics, where criminal activity is endorsed and approved by all criminals politicians.

Think about this for a moment. The United States was started back in 1787, and California wasn't admitted to the United States until 1850. 63 years later. And yet California is much closer to bankruptcy than most of the other 50 states of the United States. California politicians had to work much harder than other states to speed ahead of the others. So the politicians of the State of California can be justifiably proud of their accomplishments.

Judging by recent reports, most socialist countries are in a race with the United States to see who can declare bankruptcy first. I will place my full faith and credit that the socialist-in-chief will be able to lead the United States to beat the P.I.G.S. countries (Portugal, Italy, Greece and Spain) in their rush to creating the ultimate workers socialist bankruptcy paradise.

So rest assured, the Volt will be a smashing success. Even if the democrats have to bury their support for Government Motors in another Health Care Deform bill.

On May 14, Governor Arnold Schwarzenegger released his May revision for the 2010-2011 State Budget. In this latest revision, the governor estimates a $19.1 billion general fund deficit, including a $1.2 billion reserve.

Some people might think that spending more than you have is a problem. However, the federal government has determined that spending more than you have will save the economy. So the State of California seems determined to recklessly follow the federal governments' advice. So the State of California is planning on going deeper and deeper in debt. But you don't worry. The State of California can always sell bonds to the uneducated who believe that the State of California may actually balance the budget and spend less than they collect in taxes at some time in the future. Just because the State of California has refused to spend less than they collected in taxes, and have done so since the State of California became a state, is no reason to believe that a miracle can't happen and the State of California will suddenly elect statesmen instead of criminals intent on looting the citizens of their hard earned money.

Governor Schwarzenegger proposes resolving the state budget deficit through reduced spending ($12.4 billion), additional federal funds ($3.4 billion), and new fund shifts and fees ($3.4 billion). In unveiling his proposal, the governor declared that there is "no more low-hanging fruit", that we must "shake the tree."

Heck. At this point, the governor is even willing to cut down the tree to balance the budget. After all, the governor can't run for office again, so it won't be his problem.

In response to the governor's May revision, Senate President Pro Tempore Darrell Steinberg (D-Sacramento) called the proposal a "non-starter" and stated that the Senate would not pass a budget that eliminates CalWORKS-California's social welfare program.

The democrats won't pass any budget that calls for a reduction in spending. However, in the spirit of bipartisanship that the federal denizens of Washington District of Criminals (D.C.) have shown, the state democrats are willing to show their dedication to fiscal concerns by raising taxes on anything that moves or exhibits any form of life that isn't a pet project of any politician.

According to the FBI, in 2008, almost 60,000 violent crimes went unsolved in California. That same year, over 61,000 Californians were arrested for misdemeanor cannabis possession.

What is wrong with these numbers?

According to the State of California, nothing.

If the police state arrest an individual for a violent crime, it costs the police State of California a lot of money for the capture, prosecution and imprisoning of that individual.

If the police state arrest an individual for a drug crime, they can confiscate all the criminals private property. Which means that the police State of California might even be able to break even or make a profit on the arrest of non-violent criminals.

The State of California is in the middle of a budget crisis. By following the advice of the Federal Reserve Board and other economists that Barack Hussein Obama trusts with the economy of the United States, the State of California is spending more than it collects in fees, taxes, permits, contributions, confiscations, ... Unlike the federal government, the State of California is unable to print more money. So the State of California needs some other way to balance the budget. Legalizing pot could give the California economy a kick start on the road to economic recovery. Currently pot sells for outrageous amounts of money. So very few people are willing to risk the expense and legal hassles to produce pot. If you legalize pot growing and sales and smoking, then more people would start businesses to grow and sell pot. This would cause the cost of production and distribution to drop to the point that a pack of pot cigarettes might not cost much more than a pack of tobacco cigarettes. At which point a lot more people would be willing to smoke pot. It could be taxed the same way tobacco cigarettes and alcohol are taxed. So not only would legalizing pot start California on the road to economic recovery, but the vast amount of additional taxes that could be collected by the state, might even be enough to prevent the State of California from going bankrupt.

Fortunately, the California politicians know better than to offend the socialists, the "green movement" and the "Global Warming" faithful who fund their election campaigns. Fortunately, the California politicians know better than to do anything that might cause the creation of new businesses or delay the increase in taxes on the slaves citizens of the growing police state. So the California politicians will never legalize pot growing, sale or distribution. The politicians will instead vote down legalization. They will vote to increase the police enforcement of existing laws. They will enact laws to confiscate anything that the pot growers and sellers own. And then the politicians will vote themselves a raise for a job well done.

California's $500-billion pension time bomb

The staggering amount of unfunded debt stands to crowd out funding for many popular programs. Reform will take something sadly lacking in the Legislature: political courage.

The criminal political class has plenty of courage. They just hate to waste it on political reform. They are happier using it to defraud the public. Which is why the political class never met a raise they didn't like. Which is why our political class is now paid more than double what the same position in private business is paid. Which is why the political class does half the work the same position in private business does.

The state of California's real unfunded pension debt clocks in at more than $500 billion, nearly eight times greater than officially reported.

The State of California has been ripping off the public for more than a decade. How has the State of California been doing this? They have been knuckling under to the demands of the unions for higher wages and retirement benefits, without having to pay anything extra into the retirement plans. Like any good criminal enterprise, the State of California has been keeping two sets of books. One set of books they display to the slaves citizens which shows what a good job the State of California has been doing in spending the tax money and balancing the budget. The other set of books shows how the underhanded tactics and the unfunded debt incurred by the State of California are sinking the State in a sea of debt.

What can we do about this? For the promises already made, nothing. They are contractual, and because that $500 billion of debt must be paid, retirement costs will rise dramatically no matter what we do. But we can reduce the sizes of promises made to new employees and require full and truthful disclosure so that pension debt can never again be hidden.

Spoken like a true politician. Full of lies and misdirection. The political hacks all claim the problem can not be fixed. They continue to claim we need to raise taxes, and cut our spending and give political hacks and their beneficiaries a raise.

The political hacks, as usual, are 100% wrong. Instead of facing the problem like a gangster politician and claiming there is nothing that can be done to fix the problem, the gangsters politicians need to face the problem like a business. When a business faces bankruptcy, they don't demand every one in the vicinity to pay up or else? A business that can't meet it's costs closes down it's operations (including union contracts and pension benefits), and tells every one there is no more money and go elsewhere. You are out of luck.

Our current education system is the laughing stock of the world. When the State of California (which has the highest paid teachers in the country) determined that less than 50% of the students graduate with the ability to read and write, the State of California decided to stop giving exit exams that test the level of learning of graduates.

Our current criminal justice system is the laughing stock of the world. We don't have enough money to keep rapist and serial killers in prison. So we continue to pass more laws to jail jaywalkers and marijuana smokers and let the rapists and serial killers out of jail early without any oversight. And when the state provides oversight of rapists, they manage to ignore someone who raped and held a victim captive for almost 20 years.

So when I suggest that the State of California simply cancel all contracts, fire everyone, and close their doors, we will actually be no worse off than we are already. We would end up better off, because we could start over again, maybe with even less corruption than before.

Growing concerns about the dangers of indoor tanning beds are leading to new taxes — and possibly new restrictions — designed to curb the practice among young people.

I think the government has finally figured out their role in oppressing their slaves citizens.

Because the government wastes so much money in giveaways to provide for the health and welfare of illegal aliens, criminals and repaying bribes from big businesses they are running out of money for services for the legitimate honest tax paying slaves citizens. While the government could cut down on services to the criminals and repayment of bribes with contracts for products and services that the slaves citizens don't need or want, it will never happen. The government knows that anyone you bribe with free goods and services will vote for you or contribute to your next reelection campaign.

So what does that leave?

The State of California has started a catch and release program. The police arrest criminals, the State of California prosecutes criminals. Then the State of California releases the criminals because of overcrowding and lack of funds. While it saves some money to catch and release criminals, most of the cost is not in warehousing the criminals. It costs millions of dollars to prosecute any criminal that has any money and can afford any kind of "dream team" defense. This solution is still too expensive.

So the next best thing is to criminalize otherwise normal activities. But don't make it a felony crime. Make it a misdemeanor crime. That way the government can charge some kind of fee which is small enough that it is not cost effective to defend against the crime. In this way, the government doesn't need to worry about "dream team" defenses and the warehousing of criminals (who live better than typical working class slaves citizens). In addition to escalating fines for parking, and cell phone usage, the government is going to start taxing fines for using tanning booths. But even this is likely to be too taxing for the government to handle with any efficiency.

The government will need to find something even more obvious and easier for the beat cop to enforce.

The "Global Warming" and environmental activists have come up with perfect the solution for the government. They have managed to brainwash the government into believing that carbon dioxide is a pollutant. Since all living, breathing humans exhale carbon dioxide, all humans are therefore by government definition polluters. And how does the government treat polluters? Why the government licenses and regulates them and sets the amount of pollutants they can create. Which means that in the near future, when you get your government identity card, you will have to pay for your annual license for the ability to create pollution. If you ever can't afford to pay, then you may eventually get sold off to someone who can afford to pay for your right to pollute. If you can't afford to pay for your children, then your children will get confiscated and sold off to companies that can afford to pay the "Greenhouse Gas" fee / fine / tax.

Unfortunately it is all lies. Fortunately for Mayor Antonio Villaraigosa, he is talking out of his A$$. If he had actually done any studies, he would have had to knowingly lie about the effects of his plans to destroy Los Angeles for anyone with a job. As it stands now, Mayor Antonio Villaraigosa has plausible deniability. Since he hasn't done any studies, he can play dumb and claim he thought he was telling the truth. And he can claim he is not aware of any studies that say otherwise.

All the studies done so far have shown that raising taxes reduces the number of jobs. As it is, businesses are leaving California in record numbers. Raising taxes only encourages business (as well as fed up individuals) to leave California for a state with a more equitable tax structure. Social Security was originally supposed to be a lock-box program. Lawmakers could approve a budget by a simple majority, rather than the current two-thirds vote requirement, and would forfeit their pay for failing to meet the constitutional deadline for approving the budget.

This legislation, like most legislation that gets passed is deeply flawed, and incredibly misleading.

It sounds good until you look at it closely. The legislature is hoping that you get confused by the comment about forfeiting pay if the budget is not passed. But that is like saying that the politicians will forfeit their pay if the sun doesn't shine. It will never happen, and if it actually does, then there will be much bigger problems to worry about.

The key part of this legislation, is that it changes a two-thirds vote requirement to a simple majority. Which means that the budget no longer needs to be a bipartisan effort. Which ever party has the slight majority, can tax and regulate to their hearts content.

But here’s the key point: The reform proposal would restrict programs from being created or expanded unless there was money to pay for them.

Evidently the writer of this editorial has never seen politics, American style. The federal government has a pay-as-you-go law. Nobody pays any attention to it. Any time they want to spend more than they have, they just use their simple majority to over ride the pay-as-you-go.

Which means, that this legislation is supposed to sucker every one into believing this is a good thing. When in reality this is a very bad thing.

It really doesn't matter when Arnold Schwarzenegger noticed the problem. The rest of the politicians don't care. The rest of the politicians don't seem to think there is a problem. The rest of the politicians refuse to cut spending and insist the only solution is more taxes for the slaves citizens and more raises for the unions and the politicians. Now that California is a magnet state for criminals, unemployed and illegal aliens, it would be shameful to not pay them a living welfare.

Unfortunately for the politicians, the higher the taxes, the more employable and wealthy people leave the state.

Unless you are a politician, you should be able to see where this will end.

Illinois stuck in a ‘historic, epic’ budget crisis

Illinois government is staring down the barrel of an explosive financial mess, and perhaps nothing frames the danger better than two big numbers.

The first is $26 billion, the grand total that lawmakers have allotted this year for the meat of what the state does: funding education, health care, child welfare, public safety and the machinery of government itself.

The second number is $13 billion, the total of red ink in the state's main checking account that, by law, has to be erased — at least on paper — before a penny can be set aside for day-to-day operations in the fiscal year, which begins July 1, 2010.

Let me try to understand the situation. The State of Illinois thinks it must spend twice as much money as it is able to collect to pay for the things it wants.

For all you doubters that claim that Barack Hussein Obama had no experience in politics before attempting to destroy the United States, I think you are wrong. Barack Hussein Obama was educated to politics in Chicago, the most corrupt city, in the most corrupt state in the United States. Barack Hussein Obama participated in unbalancing the budget for the most reckless spending state in the country. Barack Hussein Obama learned that bankruptcy is not to be feared, but it is the normal way of life in Illinois. This is the experience that Barack Hussein Obama brings with him. So how can you expect Barack Hussein Obama to balance the federal budget (where he can print as much money as he wants), when he couldn't be bothered to balance the budget in his home state.

Colorado politicians (and I use the term politicians to mean the corrupt Chicago style politics that the criminal-in-chief practices, and that most other politicians emulate) are upset that their plan to rape and pillage the few remaining taxpayers still living in Colorado is being opposed by amazon.com.

Colorado politicians who never met a bribe they didn't like, and never met a slave citizen they did like, have decided to destroy the economy, rather than balance the budget. Because the Colorado politicians are upset, and because they are incompetent to actually hold the offices they were elected to, they are reduced to calling names, and mischaracterizing their opposition (tactics approved and used by the liar-in-chief). If amazon.com is trying to blackmail Colorado politicians, then what name is there for the mismanagement, incompetence, corruption that passes for business as usual for Colorado politicians?

The best way to kill a hurting economy, is to overburden it with taxes and regulation. Many states agree with the socialist conversion that the communist-in-chief is working on. And the best way to spread the poverty, is to take from the people who do work, and give to the people who don't work. If the people who do work resist, then the police state will need to enforce their laws. Soon, there will be the tax police going door to door to investigate illegal computer usage. Yet another great excuse to raise taxes and create another department of the government authorized to carry guns and intimidate the slaves citizens.
