As stupid and as evil as the democrats are, they still somehow know that if they subvert the constitution too many times, they might not get reelected to do it again. So Barack Hussein Obama and the rest of his loyal minions don't want to pass too many more reprehensible laws that will further enrage the voting public against them.
You don't have to stop random hispanic-looking people on the streets. All you have to do is enforce the existing CRIMINAL TRESPASS laws when they cross the border and then dash across country that is largely PRIVATE LAND to get where they're headed.
