What do you do in California if the number of salmon in a river was 750,000 in 2002 and that number dropped to 66,000 in 2008?

You sell the public a bond issue for $11 billion. You create an agency with no power of enforcement. You pretend you have solved the problem.

One of the things you can do is tell the farmers NOT to grow food. There are not enough of them to notice their complains. Who needs food?

One of the things you can't do, is tell the people they can't drink water. There are too many of them to complain.

Maybe you can turn the farmland into residential housing. That usually solves most political problems. Or at least provides needed bribe money for the family vacation the politicians always wanted.
