Calif. governor: Lawmakers must cut more spending
"It's extremely important that we immediately jump into action and make midyear cuts," Schwarzenegger told reporters on Tuesday. "We're spending, right now, $600 million a month more than we're taking in. It's irresponsible."
After years of spending everything in sight, and issuing bonds against everything out of sight (future income), Arnold Schwarzenegger (RINO - Republican In Name Only) who ran on a platform on fiscal responsibility has finally decided that what he and the legislature have been doing is irresponsible.

Was it when the tax revolt started and the government had difficulty increasing the already highest taxes in the country (while providing the worst service in the country)?
It really doesn't matter when Arnold Schwarzenegger noticed the problem. The rest of the politicians don't care. The rest of the politicians don't seem to think there is a problem. The rest of the politicians refuse to cut spending and insist the only solution is more taxes for the
Unfortunately for the politicians, the higher the taxes, the more employable and wealthy people leave the state.
Unless you are a politician, you should be able to see where this will end.
