The United States Could Learn Something From Venezuela About Rationing.

When the government tells you you need to reduce your power usage, then you better. Or else.

In this case, since the government runs the power company, and the power company (the government) is incapable of producing enough power (share the poverty) for everyone, the government needs to punish anyone for using the power they need to stay in business. Since Venezuela is a socialist country, anyone who is dumb enough to have a business must be punished for the governments failure to provide for the needs of the people.

The United States is already planning on something similar for the slaves citizens. The government wants the power companies to be able to turn off the power to your home if you use more than they think you should. This will server the dual purpose of forcing people to conserve power, or, if the people are on medical health support gear and can't reduce their power consumption, they can die when the government powers down their home. Which also reduces their carbon footprint, another bonus for the green team.
