Due to Britain's national health care system, they can't be bothered and can't afford to care for the mentally ill. However, for some unknown reason, Britain got upset when China decided to punish a mentally ill British subject who went to China to commit a crime. Britain claimed the subject has been ill for years, and thus should be allowed to commit whatever crimes he wants without being punished. China claims they are a sovereign country and should be allowed to deal with criminals however they want to.

If you believe Britain is correct, then maybe Britain should ship their mentally ill subjects with criminal tendency's to America. That way the mentally ill with criminal tendency's will be relocated to a country that appreciates what they have to contribute.

If you believe China is correct, then maybe America should ship our criminals (mentally ill or not) to China where criminals actually get punished for committing crimes.
