Umar Farouk Abdulmutallab bought flight tickets (with cash) from Nigeria to Holland to United States, carrying no luggage and was not stopped. Umar Farouk Abdulmutallab was on a suspected terrorist list, but not on the no-fly list, and was not stopped. Umar Farouk Abdulmutallab was reported to the United States embassy by his father as a potential terrorist, and he was not stopped.

So what happened to cause the Homeland Security Secretary Janet Napolitano to change her mind that this incident was proof that airline security works, to this incident was proof that airline security does not work?
