How does this work?

Create a tax credit worth millions of dollars to millions of people.
Make sure that there is no way to verify on the return if you qualify for the credit.
Make sure the I.R.S. (Infernal Revenue Service) controls handing out Tax IDs to anyone without verification.
Then make sure that millions of people apply for the credit.
