The real question is: why do the politicians always look to cut the programs that will generate the most complaints?

As long as the politicians are picking programs to cut that people are likely to object to, why not go completely postal. Cut the programs that nobody wants to cut (California is considering this option). Free all criminals in prison. You can then fire all the guards and other support personnel. You can sell off the prisons.

If you are not going to punish criminals, why bother catching them in the first place. So you might as well disband all law enforcement agencies. You could then disband the court system as well.
