Not getting paid enough for not working?

Quit.

Then go "work" for the government. After all, there is no requirement that you actually work. You don't even have to show up regularly. Based on his calender, it has been estimated that the current mayor of Los Angeles only actually performs the job he was paid to do about 11% of the time. The rest of the time he is off cheating on his wife, going on vacation, helping other politicians run for office, ... you know, wasting taxpayer money doing whatever it is politicians do when they are not accepting bribes to do what the special interest groups want them to do.

Let's take a closer look at politicians (senators and congressmen). The average politician is bribed by special interest groups to propose and write and review legislation. In theory, this is supposed to be for the benefit of the citizens. We are currently getting lots of politicians voting for 2000+ page bills they haven't read or reviewed. So, even though they are getting paid a lot of money, they are not doing anything worthwhile to earn it. While in office they use government funds to go on junkets (vacations) and claim they are working. Wouldn't you like to get paid to go to Paris to review the effect of global warming on the level of water in the rivers there? And as far as working, most politician spend their time running for re-election for their current office or some other office that offers bigger bribes. If they are not running for re-election, they are helping their friends run for re-election. So in effect, they are not only being paid to not do their job, but they are being paid to look for a better job or help their friends get better jobs.

In the private sector, the business is continually reviewed. If the business can't make a profit, it goes bankrupt. Your individual work is continually reviewed. If you don't contribute to the profitability of your business, you get fired and replaced by someone who can.

Now let's look at government "jobs". No government agency ever has a goal or function it is required to perform. Because of this, there is never a review to see if the work is done, or if the work is actually even possible. Because the government doesn't care about results, nobody ever gets fired if the function does not get performed or doesn't work. In fact, government agencies like incompetence and inefficiency. If you don't do your work, you can always complain you don't have enough money and request even a bigger budget for next year.

So let's all quit, and go on welfare or some other government job program where we don't have to do anything and are not accountable to anyone.
